Michelle Carr

Michelle Carr is passionate about innovation, regulatory excellence, and empowering leadership. She has over 29 years of expertise in regulatory oversight, industry and government relations, leading organizational transformation, and public policy.

Michelle is currently the Commissioner and Chief Executive Officer of the BC Energy Regulator, the Crown Corporation that regulates the lifecycle of energy resource activities in British Columbia. Since being appointed in 2021, Michelle has led the organization through two substantive mandate expansions and transformed the BCER’s approach to reconciliation and regulatory responsiveness.

Michelle has held diverse executive portfolios in the BC Public Service, overseeing transformational change on files such as leading the provincial implementation for the $40 billion LNG Canada facility and associated Coastal GasLink natural gas pipeline, the largest private sector investment in Canadian history; implementing the first-ever non-medical cannabis retail regime in BC; and, leading the Operations Division of the Environmental Assessment Office, where her team conducted environmental assessments for projects worth an estimated $121 billion in potential capital investment.

Michelle obtained her ICD.D designation through the Institute of Corporate Directors in 2023, holds Master and Bachelor of Arts degrees in Geography from the University of Victoria and received a Certificate in Advanced Leadership from the UBC Sauder School of Business Executive Program.
